ADOT: Chino Valley may be getting three new roundabouts

Driven in part by this past summer's multiple-injury school bus crash, three new roundabout intersections are under review for northern Chino Valley.

Arizona Department of Transportation District Engineer Greg Gentsch reported this week that Highway 89 intersections at Road 4 North, Road 5 North, and Perkinsville Road could be the future sites of roundabouts.

A state Highway Safety Improvement Program study currently is under way on all three intersections.

Chino Valley Town Councilman Ron Romley, who serves as chairman of the executive board of the Central Metropolitan Planning Organization (CYMPO), emphasized the hazardous conditions at the three intersections.

Because Highway 89 consists of only two lanes at the north-Chino Valley intersections, he said, drivers trying to make left turns off of the highway face a precarious situation.

"Right now, it's scary," Romley said. "I would not make a left turn at 4 North."

The dangerous conditions reportedly contributed to a high-profile June 2009 accident, in which a school bus crashed into the back of another bus that had slowed for a vehicle waiting to make a left turn.

The crash, which involved a total of four vehicles, caused more than a dozen injuries.

This past December, state officials announced that an ADOT hazards elimination study was under way at Road 4 North, which is about a mile north of the McDonald's restaurant in Chino Valley. And this week, Gentsch said the state also is studying Road 5 North and Perkinsville Road.

While Gentsch originally said a roundabout configuration was just one of several options under consideration, this week he said, "It looks like that's what the town prefers."

Romley said the recent construction of a roundabout at Road 4 South has helped to convince the community that the traffic circles are effective.

"The existing roundabout on the south end of town is working very well," Romley said. "It moves the traffic, and people aren't afraid of it. I personally have not had a single complaint."

He added that Chino Valley officials told ADOT they had no problem with roundabouts as long as the future structures are as wide as the existing one at Road 4 South. The heavy truck traffic on Highway 89 would make a narrower roundabout unworkable, Romley said.

While ADOT Resident Engineer Alvin Stump said the cost estimate for the three intersections is not yet complete, he said the standard cost to build a roundabout is about $800,000 to $1 million each.

Stump added that the design process could take as long as a year and a half, and "the funding source is still being determined."

Chino Valley Town Engineer Ron Grittman suggested during Thursday's meeting of CYMPO's technical advisory committee that the area's expected money from the next round of the federal stimulus program could go toward the roundabouts.

But other committee members pointed out that the stimulus program requires "shovel-ready" projects that have complete designs. The committee opted instead to recommend the resurfacing of Pioneer Parkway as its top priority for federal stimulus money.

CYMPO is a regional transportation-planning group, which includes representatives from ADOT, Yavapai County, Prescott, Prescott Valley, Chino Valley and Dewey-Humboldt.

wE COULD REALLY USE ONE AT RD 5 THEN THERE WOULD BE ONE AT BOTH ENDS OF TOWN. AS FOR ONE AT PERKINSVILLE HOW ABOUT A LIGHT OR FOUR WAY STOP? PEOPLE COMPLAIN ABOUT THE ROUNDABOUTS BEING A HASSLE OR NOT NEEDED. THEY ARE NEEDED AND THEY DO WORK! i AM NOT AWARE OF ANY FATAL ACCIDENTS AT THE EXISTING ROUNDABOUT IN CHINO VALLEY THERE USED TO BE AN ACCIDENT THERE EVERYTIME YOU TURNED AROUND! ( NO PUN INTENDED).AT LEAST IF THERE IS AN ACCIDENT IT WONT BE ONE WHERE PEOPLE ARE GOING 55-65 MILES AN HOUR AND PEOPLE DONT HAVE TO PLAY RUSSIAN ROULETE EVERY TIME THEY WANT TO PULL OUT ONTO THE HIGHWAY!

I think it's a waste of money. Our roundabout we currently have works but that's a waste of money that Chino could use some place else. I've lived in Chino almost 30 years it's done fine without 'em. Keep it that way.

I have nearly been hit numerous times in roundabouts both in Chino Valley and in the Verde Valley. Drivers here in Arizona are not familar with roundabouts, and the proliferation of them should end. Drivers understand stop lights. Quit adding traffic circles that encourage aggressive drivers to push into traffic when they should have yielded.

You have to make 2 lanes for a roundabout to work properly. Just make those intersections for left turners 2 lanes. It will cost much less. We have to realize that roundabouts are not the nations norm. How many out-of-towners come through CV to get from point a to point b? The locals would get used to the roundabouts, but what about the outsiders? It is absolutely true that it takes a number of times of going through a roundabout to get use to it. First timers are very confused and sometimes even scared. How will this be safer? I would be willing to bet that we would be reading more about mr and mrs smith from wyoming or idaho causing accidents in these roundabouts because they never drove through one before. Who was the englander that moved to Arizona and got ADOT hooked on these circles anyway?

I hate 'em, just plain hate 'em. What happened to the old fashioned stop sign at Road 4 South? Anyone crashing that? You'd be insane. The jockeying for position just a one enters the circle really should be counted as a violation. What a waste of precious funds because a bureaucrat does the thinking and has no finacial liability for his/her decison. Yep, that's our governent... town, city, county, state and federal goon squads.

I don't think the Prescott area needs anymore roundabouts...... The majority of the people have no clue how to drive through one, and that causes all kinds of confusion and near accidents. One day, I saw a person make a COMPLETE stop midway through the roundabout (with quite a few cars behind them), BACK up, and tried to get to Outer Loop Rd. Needless to say they couldn't back up since there were many people behind them.

For the most part I have come to terms with the highway improvement at the south end of town, & I do see a need for some type of traffic restructure around the Road 4 & Road 5 area, but make the change at either/or, not both. As for Perkinsville road that makes no sense at all why we would need a roundabout there. Why not take the money provided for 2 of the ADOT roundabouts and continue the 5 lane project up thru the north end of town. After all why should the businesses at the south end of town be the only ones that suffer "island mania"?

The Allocation of funds is an embarrasment to the people of Chino. Hey..I got it!.. Lets build 3 more round abouts for several million dollars, even better, lets close down the schools and fire a bunch of teachers too, oh wait, dont stop there, Lets close the pool and parks so the kids that dont have a school to go to , wont have a place to play in, oh wait, this works out perfect for the prison in PV, so all the future children of Chino Valley who get pregant or get arrested for drugs can at least be incarcerated near by. As a parent, I can rest easy knowing that my uneducated child will be transported safely to PV because of these incredibly safe and relaiable roundabouts. hey, on a side note, lets make it near impossible for a small business to open in Chino, so we can discourage people buying things here in town, and we can have the highest tax rate in northern arizona, and the record for the most roundabouts in a 2 mile stretch. awesome...go with it..... Oh wait, Im just a 20 year resident...I forgot In the Chino Democracy, people have no say..just the good ol boys.

"They are especially confusing to older folks"??? If a roundabout is confusing to you, you probably shouldn't be driving. For my part, I applaud ADOT for selectively embracing roundabouts.

Knocking roundabouts is ridiculous. They vastly improve safety. Isn't that what we want? These claims of "almost" having an accident are laughable. Just because you actually have to pay attention at a roundabout, you see what is happening on the road. At a signal, you blindly drive through and don't recognize the hazards around you nor the hazards you cause. Roundabouts work. You can't argue the safety stats.

Well then Councilman Romley, let this be your first conplaint!

The roundabout it too narrow and worthless! I feel like I'm playing Russian Roulette each time I drive through it! Too many times I've almost been rearended because I was "Yielding to the circle!"

Either just add turn lanes or stop lights, but no more "wheels of death"!

Right now there is a light on Road 3 North. Perkinsville Road is only a few hundred yards down from Rd 3 North, do we really need to put a roundabout on Perkinsville?? Lets put the $800k to $1 mil to better use than slowing traffic every few hundred feet going through Chino Valley. We might have more crashes from people getting dizzy going through all these roundabouts. I hope Chino wont be like the Cottonwood stretch of road where there are 8 roundabouts in less than 2 miles of road. Please no!!!!

The problem here from what I have seen are the boneheads passing cars making left turns on the shoulder, and I don't mean just cars and light trucks, I have seen semi tractor trailers passing on the shoulder. This is what is unsafe and should be stopped! Are we that much in a hurry that we can't slow down and stop for a vehicle making a turn? Will that 5-10 seconds make a big difference in your life? And WHY doesn't ADOT lower the speed limit through here? Same with the Viewpoint intersection! 55mph is way to fast for both these areas.
